According to the company, the site sits in proximity to multiple gigawatt-scale AI campuses that are already operating, under construction, or recently proposed in the region.

The company cited this clustering as part of an established regional delivery ecosystem that supports the project's execution timeline.

The choice of a behind-the-meter power configuration is central to the strategy. Rather than relying on grid interconnection, which the company noted now involves queues stretching into the 2030s, the project intends to source power directly from on-site generation fueled by natural gas.

This approach is designed to allow the development to sidestep the delays that have become a defining challenge for large-scale data center projects seeking utility interconnection across the country.

In remarks accompanying the announcement, Luke Velterop, CEO of PowerPlay AI, described power as "the defining constraint on AI."

He stated that demand is accelerating faster than the grid can respond and that competition for sites capable of delivering scalable power at speed has reached unprecedented levels.

Velterop also referenced the federal policy environment, describing a call on industry to "build, bring or buy" the energy required to meet AI infrastructure demand.

He positioned the Abilene development as a direct response to that policy direction, describing it as a project where "pipelines, policy and people converge to drive rapid execution."

The joint venture is combining what Velterop described as a power-first strategy with the AI infrastructure expertise brought by the Nasdaq-listed Neocloud partner, though the company did not disclose the specific identity of the Neocloud partner in its announcement.
