Texas Governor Greg Abbott announced on August 10, 2026, that OpenAI has agreed to comply with the statewide standards he established for data center development, making the artificial intelligence company one of the latest major technology firms to fall in line with regulations designed to protect the state's electric grid, water resources, and residential communities.

Abbott's Data Center Standards

Earlier this summer, Governor Abbott directed the Public Utilities Commission of Texas and the Electric Reliability Council of Texas to enforce a set of requirements that data center developers must meet before their projects can move forward in the state.

The standards were framed by the governor as commonsense guardrails intended to ensure that the rapid expansion of data center infrastructure does not come at the expense of Texas families or communities.

Under the framework, data centers operating in Texas must pay for their own electric infrastructure rather than shifting those costs onto Texas families and small businesses.

They are also required to reuse their own water, reduce the cost of electricity for Texans, and refrain from disrupting residential neighborhoods.

Additionally, data centers must eliminate reliance on outdated taxpayer-funded incentives and pay their own way.

"I established clear guardrails to ensure data centers protect our electric grid, conserve our water, respect our neighborhoods, and pay their own way," Abbott said. "They must not pass costs on to Texas families or interfere with their quality of life."

OpenAI Outlines Commitments for Texas AI Data Center Projects

OpenAI said it will cover the infrastructure costs associated with its projects in Texas and ensure those expenses are not passed on to residential or small-business customers.

The company said it will work with utilities and infrastructure partners to identify the investments required to support its projects and ensure they are appropriately funded.

OpenAI to Support Texas Power Generation

OpenAI also plans to support the development of new power generation as electricity demand increases across Texas.

The company said it will work with utilities, ERCOT and infrastructure partners to support the energy resources and grid infrastructure needed to serve its growing operations.

The company also said it will take steps to operate its projects responsibly during periods of stress on the Texas power system while supporting efforts to maintain grid reliability and resilience.

Focus on Water Efficiency

Water use is another area OpenAI highlighted as it develops projects in Texas. The company said it plans to minimize water consumption and prioritize efficient cooling technologies, including closed-loop systems.

OpenAI will also work with local communities and water providers to ensure projects are planned around available water resources and do not place unnecessary pressure on local supplies.

Community Impact and Local Investment

OpenAI said it intends to work closely with communities where its projects are located.

The company plans to engage with local leaders, residents, schools, businesses and other stakeholders early in the development process to understand community priorities.

Projects will address potential local impacts such as noise, lighting, traffic, land use, setbacks and emergency response. OpenAI said site-specific protections will be developed as part of project planning and operations.

The company also plans to build long-term relationships with host communities and invest in local people, institutions and opportunities so communities can benefit from the economic growth associated with its projects.

Transparency Around AI Infrastructure Development

OpenAI said it will also provide state and local communities with timely information about its projects. This will include details on electricity and water consumption, infrastructure investments, public incentives and community protections.

With Texas emerging as a major hub for AI, energy and technology investment, OpenAI said it wants to support the state's continued growth while ensuring that its expansion is reliable, responsible and beneficial to local communities.
