Oracle has issued a request for proposals seeking 2 gigawatts of new renewable energy generation in New Mexico, targeting solar, wind, geothermal, and other renewable technologies as part of its broader data center expansion in the state known as Project Jupiter.

The request for proposals, announced on September 8, 2026, is open to energy developers with projects located in New Mexico. Oracle stated it will prioritize proposals capable of delivering energy on an accelerated timeline, with the RFP specifically seeking projects that can come online between 2027 and 2031.

Proposals will be evaluated across several criteria, including capacity and growth potential, expected delivery timing, project maturity, technical viability, and the ability to support Oracle's long-term energy commitments.

Mahesh Thiagarajan, executive vice president of Oracle Cloud Infrastructure, said the RFP is focused on identifying projects that can deliver brand-new renewable energy generation in New Mexico.

Project Jupiter and the Carbon-Free Energy Target

The 2 GW procurement is directly tied to Project Jupiter, Oracle's data center campus development in Doña Ana County, New Mexico. The company has set a goal of achieving 100% carbon-free energy matching by 2031, and the new renewable generation secured through this RFP is intended to support that target.

Oracle's announcement noted that Project Jupiter is already generating economic activity in the state, with nearly 1,000 New Mexico residents currently working on-site to build the campus.

The project has also generated nearly USD 100 million in state and local tax revenue to date, according to the company.

Oracle projects that Project Jupiter will deliver billions of dollars in long-term economic impact to Doña Ana County and New Mexico, though the company noted that its commitments and projections for tax revenues, jobs, investment, and economic impact assume that an air permit and pipeline are approved as originally planned.

Broader Community and Infrastructure Commitments

The renewable energy RFP is part of a larger set of commitments Oracle has outlined in connection with its New Mexico operations. The company has committed USD 50 million to help repair, upgrade, and improve local water systems, along with USD 360 million in direct support for schools, infrastructure, and local services.

An additional USD 6.9 million has been designated for workforce development and community organizations. Oracle has also established a program with Arable, a company focused on agricultural data, to help New Mexico farmers use real-time field data for more efficient irrigation.

That program is projected to conserve approximately 21 million gallons of water annually in the Rio Grande-Bravo watershed.

Oracle stated that this figure exceeds the amount of water used by Project Jupiter's own cooling and fuel-cell systems.

Oracle characterized New Mexico as having significant untapped potential in renewable energy resources. Thiagarajan stated in the announcement that the state has an extraordinary opportunity to grow its renewable energy resources and create lasting value for communities across the state.
